Study On Policy Execution Force Of County-level Governments Under Targeted Alleviation Thorough Tourism In Inner Mongolia

Now,China has entered the stage of targeted alleviation.Depending on rich tourism resources and distinct ethnical culture,Inner Mongolia has started to alleviate through tourism and has achieved remarkable results.However,there are approximately 803,000 people in Inner Mongolia now.There are still many problems concerning policy execution of county-level governments,and their measures on targeted alleviation do not adjust to the local conditions well.Under such a background,this thesis proposed to optimize policy execution path according to characteristics of the ethnical region,and then discussed policy execution force of county-level governments.In view of this,the research purpose of this thesis is to help Inner Mongolia to enhance policy execution power and get rid of by making good use of “the time opportunity” of targeted alleviation.Therefore,from the perspective of targeted alleviation through tourism,in light of system theory,circular causality theory,theory of comparative advantage and public choice theory,the thesis elaborated theories related to targeted alleviation through tourism and county-level government execution force,and analyzed current situation of execution of alleviation policies through tourism in Inner Mongolia by adopting the research methods of comparative analysis,case study,theoretical analysis and empirical analysis,and further made a case study of Hexigten Banner to learn general characteristics and operation mechanism of policy execution of Inner Mongolia.This thesis is composed of seven parts.In the first part,the author elaborated the situation that China and Inner Mongolia have enteredthe stage of targeted alleviation and showed that targeted alleviation is the choice of the time,and then evaluated studies in China and abroad concerning alleviation through tourism,and lastly presented the research status of targeted alleviation through tourism in China and policy execution powers of local governments in China and foreign countries.In the second part,the author firstly explained the concepts of targeted alleviation through tourism,government policy execution force and policy execution force of county-level governments;secondly elaborated concept,identification,assistance and administration of targeted alleviation through tourism in a systematic manner;and lastly explained application of system theory,circular causality theory,theory of comparative advantage and public choice theory in targeted alleviation through tourism.In the third part,the author firstly made SWOT analysis on alleviation through tourism in Inner Mongolia,pointed out the advantages of Inner Mongolia as well as disadvantages such as large poor population,opportunities including “Ten Full Coverage”,“the Belt and Road” Initiative and targeted alleviation policy and challenges confronted by Inner Mongolia like fierce competition.Secondly,the author introduced measures taken by Inner Mongolia for targeted alleviation through tourism,such as financial support policies(“planning to villages and households,projects to villages and households and leaders for villages and households”,financial-aid program,etc.),innovation of tourist projects(all-for-one tourism,self-driving travel,winter tourism,etc.)and rural tourism.Finally,this paper analyzes the achievements of Inner Mongolia's alleviation management.The fourth part analyses problems existing in identifying,helping and managing the tourism tar geted alleviation work and reasons leading to the problems from the aspects of the executive body,t he executive object,the execution environment and the execution mechanism.The fifth part analyzes the current situation of the tourism targeted alleviation work in Hexigten Banner,a county of Inner Mongolia autonomous region level,and Arxan City,a national level cou nty.By understanding its comparative advantages,specific measures and existing problems,the pape r makes a brief case study on the overall Pro—Poor Tourism work of Inner Mongolia.In the sixth part is about optimization of government behaviors of Inner Mongolia concerning targeted alleviation through tourism.The author pointed out that Inner Mongolia should optimize from the perspectives of policy subject,target group,policy execution environment and policy enforcement mechanism.Specifically speaking,the author got the following findings based on the above discussions.To optimize from the perspective of policy subject,the local government should increase the number of cadres of ethnic minorities,cultivate talents of ethnic minorities and assign village leaders;to optimize toward target groups,it's necessary to improve quality of the public,intensify publicity efforts and increase degree of participation;To optimize from the perspective of execution environment,Inner Mongolia should make government affairs transparent and increase participation and coordination of poor people;with regard to enforcement mechanism,the authorgave suggestions on decision-making mechanism,supervisory mechanism and assessment mechanism.The seventh part is conclusion.The author summarized the basic content,views and deficiencies of this study.
