The Research On Responsibility Of County Government In The Context Of Targeted Poverty Alleviation

In 2013,President Xi Jinping put forward the concept of "precise poverty alleviation" for the first time.Subsequently the central committee of the communist party of China issued relevant documents and made the thorough deployment related to the top design,general layout and the operation mechanism.It pushed the comprehensive work of poverty alleviation upward.To make sure the rural poor are pulled out of poverty under current standards by the year 2020,while all cap of “poor” labeled on many county are all removed and the regional overall poverty is solved,we must insist that policy is made by the central government,took overall responsibility by the middle government and carried out by county government.Thus the county government should assume the main responsibility in the implementation of accurate poverty reducing policies in that work.Whether county government can earnestly perform their duties in the precision for poverty alleviation is directly related to the effect of poverty alleviation,and related to whether the poor masses can improve the ability of development or not.Samples of M county in Henan province village illustrates that county government played an important role in poverty alleviation,and promoting poverty battle to a new stage,in which the supply of policies are relatively perfect.At the same time some problem that can not be ignored also appeared,such as problem of "accurately fill in the card" tends to rise,policy implementation misleading system target,difficulty of sending cadres,working enthusiasm not enough,supervision and examination be a mere formality,and improper use of special funds for poverty alleviation,etc.To solve these problems,since the simple rectification and accountability has not been able to achieve effective breakthrough,the responsibility of the county government should be strengthened.At present,there are many factors for low precision in poverty alleviation work.The first one is the reducing effect because of deviation between policy designation and precise action in precision poverty alleviation.For example the accurate recognition is facing technical difficulties,and the disadvantage of industrial scale is misleading poverty alleviation,and the voice from the poor is not heard enough.The second reason is the lack of internal motivation for the cadres in the village due to the unsound organizational guarantee mechanism.The specific performance is the inaccuracy of appointing candidates,the powerless regulation and the lax management.The third reason is that the assessment mechanism does not function well,which leads to the deviation from the assessment target.The specific performance is the frequency of the assessment,the lack of profession of the subject,and the poor assessment method.Fourth,the internal control mechanism of poverty alleviation fund is too weak to balance poverty reduction efficiency.Fifth,the punishment mechanism is not perfect and reduces the warning and incentive effect.To promote the fulfillment of the responsibilities of precision by the county government in the poverty alleviation work,the following aspects should be cared: Strengthen the responsibility of execution when it comes to an accurate poverty alleviation policy,improve the system of poverty alleviation program of object recognition and matching.Amplify poor voice and increase the project schedule precision,etc.Second,improve the treatment of cadres in the village,carry out the incentive policies,rise the work enthusiasm of the cadres in the village,and achieve the accurate appointment.The third way is to focus on the goal of supervision and assessment in the accurate poverty reduction,improve the assessment,establish the scientific supervision and assessment system,and strengthen the application of feedback from the assessment.Fourth,strengthen the responsibility of financial support,expand the source of funds,promote the integration of funds of same kind,and reinforce the independence of the subject in the position of poverty alleviation supervision;Fifth,Improve the system of accountability and fault-tolerance,and set up a system of clarifying to protect the cadres.
