According to the third plenary session of the 18 th central committee,the general objective of comprehensive deepening of reform is to improve and develop the socialist system with Chinese characteristics and to advance the national governance system and governance capacity to be modernization.This objective requires governments to combine the actual social development and the development tendency of this era,keep pace with the times and try innovations all the time in the governance process.In the real life,internet has become an important tool for people to study,work and communicate with each other and network public opinion has become a significant approach for people to express their interest demands and perform their democratic rights.However,every coin has two sides.Network public opinion is no exception in terms of its influence on the society.While expanding the channel of public political participation and advancing the development of democratic politics,it may also violate the privacy of the public,challenge the government authority and influence the social harmony and stability.Thus,how to lead network public opinion to play a positive role in overcoming its negative impact has become an important part of social governance,especially in network governance.This thesis is designed to research the negative network public opinion,analyze its characteristics and manifestations,reveal its damages,explore the reasons and put forward solutions based on the problems and causes.On the one hand,this thesis is aimed at eliminating the negative effects of network public opinion and building a sound,positive and harmonious network public opinion environment.On the other hand,governance on the negative network public opinion helps to improve the governance capacity,showing and advancing the modernization of national governance.This thesis mainly consists of five parts as follows:Introduction: This part mainly introduces the background and significance of the research on the governance of negative network public opinion.Through a combing of the current research condition on the governance of negative network public opinion both at home and abroad,manages to get a clear research train of thought.This part also lists the key points,difficult points and innovative points of this research and elaborates the major research method.Chapter 1: The Related Concepts and Theory about the Governance of Negative Network Public Opinion.This chapter unscrambles the concepts of Internet,network public opinion,negative network public opinion,government,network governance,governance,etc.Next,it elaborates the related theory of government administration,social governance,network governance,etc.Laid a solid foundation for the next specific study.Chapter 2: Major Expressions,Characteristics and Bad Effects of Negative Network Public Opinion.This chapter makes a classification of the performances of negative network public opinion which mainly include demagoguery,vilify hero,extreme comments and personal attack.This chapter also summarizes some characteristics of negative network public opinion,such as the emotional feature of language expression,the interaction of virtual reality,the inundation influence of spreading,etc.Besides,this chapter explains the bad effects of negative network public opinion which include damaging the public trust in the government,impacting the right of speech of the party and the country,affecting the security of ideology in China;destroying the harmonious social
