Affected by many factors, the current public opinion environment on network that local governments facing is very complex and changeable. Especially the extensive application of new network technology and the rapid development of new network media, bringing the rising trend of negative public opinion on the network, challenging the the authority of the local government image, leading astray united and harmonious social atmosphere, disrupting the healthy and orderly network environment.Confronting and dealing with the coexistence features of the freedom, sudden and complexity of the negative public opinion network, and clustered network rumors environment, local government shoulders heavy responsibilities. Thesis takes Ningbo Municipal, Zhejiang Province to deal with the negative public opinion on network experience for example, to explore the work mechanism,skill method,tracing the responsibility and creating network environment of the local government when faces the negative public opinion on network, public opinion and other direct coping strategies.Initial attempt to discuss the negative public opinion in enhancing comprehensive prevention network capacity in the whole society to guide the formation of the atmosphere of unity and harmony, to strengthen the long-term management of the network platform in order to cultivate internet users with self-awareness and proper capacity, network-building the rule of law in line with international trends and the basic national conditions and other long-term prevention strategy. Thesis argues that facing negative public opinion on network, local governments should establish a social network ecosystem and network management to participate in the multi-pattern healthy and harmonious.
