The Research On The Construction Of Grassroots Regime In Chongqing Urban Area In Early Days Of New China (1950-1955)

With the rapid development of the liberation war situation,under the leadership of the CPC,the PLA gradually liberated vast areas ruled by Kuomintang.On November 30,1949,five battalions of the 11,12,47 army affiliated the second field army of PLA entered the city of Chongqing,Chongqing eventually embraced liberation.This is an important moment of Chongqing's history as well as a beginning of a new era.Thus,the consolidation of the new regime,the maintenance of social order and the establishment of a strong form of political organization have become the primary problems that the CPC needs to solve urgently.At that time,the construction of grassroots political power in Chongqing has followed a tortuous course in its development process,the experiences and lessons still have certain guiding significance and reference value for the construction of the regime and the innovation of socialist theory and practice.To this end,based on the comprehensive archival and literature,this paper hopes to systematically comb and discuss the construction of grassroots regime in Chongqing urban area at the beginning of the founding of the People's Republic of China,and explore how the new regime extended power to the grassroots society of the city.This paper consists of four parts.The first part elaborates the preliminary construction of the grassroots regime in Chongqing city.The paper will elaborate the efficient work of takeover in more than50 days after the liberation of Chongqing.On the basis of the preliminary establishment of the new democratic regime in Chongqing,we will gradually improve the districtgovernance,strengthen the construction of district administration.The second part is a summary of the breakthrough of construction difficulties that the grassroots regime met in Chongqing,The article pointed out that in the face of complex grassroots society,in order to manage the society,the CPC must combine the top-down system with the bottom-up mass organizations to carry out the mass line that the Chinese Communist Party has always insisted on.The government will further penetrate and realize that unit and non-unit are both controlled by state power.The third part mainly focuses on the improvement of the construction of grassroots regime in Chongqing.Based on the principle of seeking truth from facts,the article uses the method of deduction of historical literature to divide the deduction process of the grassroots regime in Chongqing urban area into four stages according to the existing literatures The article uses the method of interpretation of historical literature,The residents 'committee of Chongqing Municipality is rebuilt on the basis of the representative group.According to the instructions from central government,the street office is not a political organization but the dispatched office of the district.The residents' committee is the autonomous organization of the mass at the grassroots level and mainly to manage welfare affairs,Residents groups are under its jurisdiction.Subsequently,China's "two levels of government,the management of the three" urban management system was established in the country,that is a city administration composed of the municipal and district governments and their dispatched agencies,referred to as street system.However,in practice,the work of the residents' committee did not lay on what the new regime expected.On the contrary,it more focused on the political and administrative affairs so that the autonomy function has not been realized.Although the position of the residents' committee did not form a substantive autonomy by presupposition,but in the whole situation,it still achieved the purpose of the state's effective control of the society.The fourth part will discuss the characteristics and main experiences of the construction of grassroots regime in Chongqing.The grassroots regime in Chongqing city has shown its own characteristics,and formed its own experience.In the early days of the founding of the People's Republic of China,based on the conception of the CPC's governance to the city,Chongqing's administration combined the actual situation and the central tasks of various stages,and took series of actions such as mobilizing themasses and adjusting the urban grassroots regime at the same time.Finally Chongqing reached the goals of controlling the grassroots society,achieving highly organized grassroots society and guiding grassroots people to consciously accept socialist ideology.
