The Research On The Government Function Of The Protection Of Intangible Cultural Heritage In Jinjiang

In recent years,the Chinese government on intangible cultural heritage protection work in full swing in the very fruitful,has been protected by the project before the single selective step on the whole,the national system of comprehensive protection stage.In the protection and utilization of the intangible cultural heritage,the government function is very important.Jinjiang has a long history,rich cultural heritage,intangible cultural resources are rich and varied.In the period of rapid urbanization,the Jinjiang municipal government by adhering to the solid protection,living heritage and formats to enhance both initiatives,retain elements of southern and cultural resources in promoting city construction,explores the root of culture to hold the city.Based on the theory and methods of public management,this paper examines the role of Jinjiang government in the protection and utilization of the intangible cultural heritage.Jinjiang city to strengthen the protection of intangible cultural heritage by actively play the role of government,establish a system of intangible cultural heritage protection and utilization,construction of government work mechanism and the safeguard mechanism,guide the folk cultural heritage community management,expand the intangible cultural heritage of the position of carrier,creating characteristic of regional culture,strengthen the publicity and promotion of intangible cultural heritage and foreign exchange etc..However,due to various reasons,there are many problems in the protection and utilization of the intangible cultural heritage of Jinjiang municipal government.This paper analyzes the causes of the Jinjiang municipal government in the problems existing in the utilization of the intangible cultural heritage protection and production,and through domestic and abroad developed areas in the protection of intangible cultural heritage by the experience of the Jinjiang government in the protection of intangible cultural heritage with better play a role in put forward seven countermeasures and suggestions.The government should establish a "law of protection and utilization of" philosophy and management mechanism;to create a social atmosphere of non heritage protection work of intangible cultural heritage protection and utilization;standardizing the basic link,achieve professional institutions responsible,professional team,the implementation of special funds to protect the intangible cultural heritage protection and construction;talent;expand the protection of intangible cultural heritage by social participation,to encourage private capital participate in the protection,the formation of multiple protection funds system of government support,social contributions and collective investment financing combination;follow the active use of non-material cultural heritage protection law,reasonable in the industrial development of the intangible cultural heritage.
