The Government Protection Of Intangible Cultural Heritage Functional Performance Research For Li Jiang City

China has always attached importance to the protection of intangible cultural heritage.In 2011,the state officially promulgated the "Intangible Cultural Heritage Law of the People's Republic of China",which promoted the protection of intangible cultural heritage from government work to national will.By the end of 2018,China had 41 intangible cultural heritages selected for the World Intangible Cultural Heritage Project List,and it is also the country with the largest number of intangible cultural heritage projects in the world.At the same time,a national,provincial,municipal,county level 4 intangible cultural heritage directory system has been established to protect the intangible cultural heritage in an all-round way.Among the many intangible cultural heritage protection areas in China,Lijiang has become the only city in the country with three world heritages of culture,nature and memory because of its unique scenery and charm.Therefore,this paper studies Lijiang's intangible cultural heritage from the perspective of government functions,and hopes to contribute to the protection of Lijiang's intangible cultural heritage.Based on the theory of government functions and the theory of collaborative public management,this paper starts with the local government functions of intangible cultural heritage protection,and uses literature research methods,case analysis methods,interview methods,questionnaires and other research methods to the Lijiang Municipal Government.Investigations were carried out in the establishment of institutions and the establishment of directories in the protection of intangible cultural heritage.Clarify the government's responsibilities in institutional setting,authority division,staffing,and funding guarantee in the protection of intangible cultural heritage.This paper studies the status quo and existing problems of government functions in the protection of intangible cultural heritage in Lijiang,and proposes countermeasures for improvement based on this.This thesis consists of five parts: The first part mainly introduces the researchbackground,research significance and research status at home and abroad,and briefly explains the research methods,research contents and technical routes of this thesis.The second part mainly discusses non-materials.The theoretical basis for the government to perform its functions in the protection of cultural heritage,and clarify the importance of the government in the protection work;the third part mainly introduces the status quo of the government's performance of the intangible cultural heritage protection of Lijiang City,sorts out the existing problems,and combines the actual research situation.Analyze the causes of the formation of the problem;the fourth part mainly summarizes,summarizes and elaborates the methods and experiences that are representative and worthy of reference in the protection of intangible cultural heritage at home and abroad;the fifth part is mainly aimed at the intangible cultural heritage of Lijiang City.The protection of the government's lack of performance of the function proposed specific countermeasures.
