Study On The Function Of Xiantao Municipal Government In The Protection And Utilization Of Mianyang Three Steamed

Mianyang Three Steamed(MTS)is one kind of traditional Chinese cuisine.Itwas born in Mianyang,Hubei province(now renamed Xiantao city)and is popularity in local.MTS taste soft and delicate,focus on preserving the original taste of the ingredients and cooking style has characteristics.MTS is not only one of the top cuisines in Hubei,but also one of the best in China."MTS and its cooking techniques" have been selected as provincial intangible cultural heritage by the Hubei provincial government in 2010,and in the first MTS culture festival in 2015,Xiantao city was honored with the title of "the town of MTS in China".Local gove rnments are playing an increasingly important role in the protection and utilization of intangible cultural heritage.Based on the above background,this paper takes MTS as a typical example.Firstly,it sorts out the functions of local governments in the protection of intangible cultural heritage,and divides the functions of the government into three types:entrusted limited management functions;market-oriented supervision functions;Social participation in coordination functions.According to the orientation of these three kinds of government functions,the author discusses its meaning and paves the way for the problems and countermeasures in the following texts.Secondly,its ummarizes the development status and existing achievements of MTS,and analyzes MTS according to the positioning of government functions.In the process of protection and development,there are three problems in the implementation process of government functions.Finally,in response to the above problems,the counterm easures for MTS are put forward in three aspects:the limited management function of the government,the market-oriented supervision function and the social participation coordination function.First,the government must entrust limited functions.Accelerate the introduction of local laws and regulations,establish scientific and rational protection concepts,innovate government management mechanisms,open up new media channels,vigorously develop the theme of MTS,and improve MTS museum.Second,strengthen the market supervision function.Comply with the development of the times,take the road of industrialization;follow the change of the times,be the central kitchen of the masses;sort out the industrial planning,im prove the industrial system;realize the unified brand,tap the cultural value;accel erate the standardization and standardization process of steamed vegetables;create a good development environment,add Strong government support;increase protect ion and supervision.Third,strengthen social coordination functions.Givefull play to the role of the MTS Association,establish intangible cultural heritage education mechanisms,and rely on the MTS Association to increase public participation.This study has certain reference value for the government to play its corresponding functional role in the protection of intangible cultural heritage.
