The appraisal before the local legislation is a way to improve the quality of regional legislation.The establishment of a good local legislation assessment system can effectively curb the excess of legislation,reduce the legislative cost and avoid the emergence of bad laws.At present,many provinces and cities of China have attempted the former evaluation of laws through the questionnaire,forum and other methods.Although some provinces and cities have formulated the relevant provisions of the pre evaluation,but these provisions are not specific and perfect,it is difficult to play its role in practice that makes the system not effective.In order to solve the problems caused by imperfect evaluation mechanism,firstly,this paper briefly introduces the connotation of the pre evaluation mechanism of local legislation and the development and evaluation of the legislative evaluation activities at home and abroad.Secondly,the pre evaluation mechanism of local legislation is studied from the aspects of subject,object,content,method,procedure and so on.In addition,this paper summarizes the practice of the pre evaluation of legislation.The purpose of this paper is to explain the theoretical basis and practice of the pre evaluation of local legislation,and find out the shortcomings of the current theory and the specific problems in the practice process through the case study,experience summary and literature research methods.Then integrate the specific experience at home and abroad,combined with the relevant theoretical innovation to establish a more systematic and perfect pre evaluation mechanism of local legislation.In order to adapt to the development of society and the national cultural background of our country,strengthen and improve the local legislative work,and improve the quality of legislation.
