On Improving The System Of Crime Scene Investigation

Crime scene investigation(CSI)is the first step of all criminal investigation work,which also plays the most important role in these investigations.The quality and efficiency of CSI is not only the direct affecting factors of the case detection and criminal action,but the standard of legislative advancement of a country.Based on the closely combining theory with practice,CSI is highly professional and technical,whose development is related to the social reality either.The CSI system is continuously improved along with the development of legal system cultivation.However,influenced by variety factors,CSI system has not obtained corresponding enhancement.Based on the analysis of the determination of the case nature,guidance of case detection,source of evidences in criminal proceedings,the importance of CSI was underlined from following perspectives firstly.Then,by combining the theoretical research with field practices,existing problems in the practice of CSI,such as the poor strength of hardware and software in CSI,the improper procedures,and the no practical assessment,are analyzed rationally in this paper.Additionally,the urgency and necessity of improvement of CSI were emphasized according to the requirements from procedural justice,the purpose and tasks of the criminal procedure law,the new requirements of the new criminal procedure law,the new demands of the judicial system reform and the effective use of investigation resources.Finally,suggestions on improving the CSI were proposed,which include strengthening the hardware and software,the establishment of a rigorous and normative survey system and the establishment of a realistic assessment system.The intent of this paper is to provide a discussion platform for the general scholars and practitioners of CSI through the research on the problems and improvement measures of CSI practice.The quality and efficiency of CSI mean a lot as they affect the efficiency of investigation and the success of criminal proceedings directly.Thus,it is necessary to improve the CSI survey system to make it conform to the development requirements of the relevant legal system,and better serve the investigation of actual combat and criminal proceedings.
