A Research On The Role Of Community Foundation In Community Governance

In recent years,along with the acceleration of China's economic development and social transformation,the government has advanced its pace of the construction of a harmonious community,which leads to the reform heads to the deeper--water area.When the government has accelerated the transformation of its functions,gradually decentralized to the society from a single administrative mode to social pluralism governance model,some spontaneous and voluntary community foundations come into being.While the government is concerned about the process of community governance,it is also aware that the community foundation has played a huge role in promoting the construction of new community governance platforms and has also fostered the birth and growth of some community foundations.In 2014,the "Interim Measures of Shenzhen Community Foundation Cultivation" appear on the stage,which institutionalized the establishment of community foundation and gave birth to a number of government-sponsored community foundations,besides,the G District of Shenzhen City began to carry out as a community foundations National pilot.A total of 17 community foundations(funds)had been registered in Shenzhen City by July 2015,which opened up a new path of grassroots social governance innovation and modern charity development.The Community Foundation is a community-based unit that gathers public resources within the community to solve common problems in the community and serves as an important carrier for social governance and a subvented agency for public welfare organizations and community public welfare projects,giving a tremendous contribution to grass-root governance.However,as a national pilot community foundation,at the time of its establishment,it bears the mission of "government-end" governance,which is introduced into the community in order to optimize the grassroots social governance,different from the the community foundation of the western developed countries.If we ignore the difference of their vision and role in the community,and do not clarify the real characters of community foundation with other governance parts like the authority,this "exotic" organization is easy to fall into a trap that only taking its shape and ignore the real "essence."This dissertation attempts to explore the role of the community foundation in the grassroots community governance in the depth of the situation,based on the rooting theory and the example of community foundations in G district of Shenzhen.To begin with,I made a preliminary judgment on the role of grassroots community governance by combining the macroscopic data and in-depth interviews.Next,I analyzed the interview records and reviewed the literature,then summarized the core categories of the role played by the community foundation of Shenzhen G district in the grassroots community governance with the corresponding explanation of the core category through the rooting theory method.Finally,pointing out the existing problems of community foundation in the role of community governance and elaborating with those core categories.
