Research On The Dilemma And Countermeasures Of Urban Old Community Governance Based On Grounded Theory

In recent years,with the accelerated development of urbanization,as a special type of urban community,the existing contradictions have gradually emerged,such as the imperfect infrastructure,the lack of property management and the low social capital stock in the community,which seriously affect the quality of life of the community residents in the urban old community.All parts of the city have begun to carry out the governance of urban old community,but they are facing many difficulties in the process of governance.Therefore,on the basis of in-depth study,this paper sums up the governance dilemma of the urban old community,and puts forward a set of effective measures to improve the governance of the urban old community,which is of great significance to improve the living environment of the urban old community and enhance the modernization of the governance ability of the urban old community.First of all,this paper combs the policy documents of urban old community governance issued by the central government and local government,and clarifies the evolution and development process of urban old community governance policy.At the same time,according to the different governance subjects of the urban old communities in our country,the current governance modes of the urban old communities in our country are divided into three types,namely,the administrative leading type,the mixed type and the community autonomy type.Secondly,S district of Qingdao is the urban old area of Qingdao.There are a large number of urban old community in the area,and the governance dilemma faced by it is more comprehensive and typical,with strong representativeness.Based on the in-depth investigation of the urban old community in S district of Qingdao,this paper sums up that the management of the urban old community in S district of Qingdao is further improved by implementing the renovation plan of the urban old community,innovating and exploring the way of community property management,introducing community social organizations and promoting the construction of community culture.Through the questionnaire survey on the satisfaction of the old community governance in S district of Qingdao from the aspects of governance basic situation,property management,community organization and community social capital,it is found that the old community in S district of Qingdao has achieved some governance results,but still faces many governance difficulties.Based on the research method of grounded theory,this paper analyzes the difficulties faced by the governance of the old residential quarters in S district of Qingdao,and puts forward the governance dilemma framework of the old residential quarters in Qingdao,which is divided into two coregovernance dilemmas: hard dilemma and soft dilemma,and is divided into four major governance dilemmas: weak community governance foundation,lack of community governance resources,unreasonable community governance structure and lack of community social capital.Finally,according to the framework of the governance dilemma of the urban old community and the theory of multi center governance and new public service,this paper puts forward some countermeasures and suggestions to improve the governance foundation of the urban old community,construct the cooperative governance mode of multiple governance subjects,and improve the governance and security mechanism of the urban old community,so as to improve the governance level and ability of the old urban community and realize the governance of the urban old community "well governance ".
