Study On The Development Of Community Volunteer Service In Shanxi Province ——Multi-case Analysis Based On Grounded Theory

With the continuous advancement of the urbanization process,the community,as an essential part of the city,has become the grassroots units for residents’ self-governance and daily activities.Building a community of social governance has also become a key issue in the new era.With the increasing efficiency of national governance,volunteer service has seized the opportunity to embark on a new journey of high-quality development,and identify the point of penetration for improving the level of grass-roots governance,so as to give full play to its role in gathering social resources,providing public services,meeting the demand of residents and promoting collaborative governance,and which empower and facilitate the construction of a new development pattern.At present,the social management situation is severe and complex,and the social contradictions at the grass-roots level are increasingly prominent.Under this background,accelerating the development of community volunteer service is not only an inherent requirement to meet the needs of residents and improve people’s livelihood and wellbeing,but also a realistic choice of innovative social governance models and achieve good social governance.Based on this,this paper closely combines theoretical research with practical experience,and conducts beneficial explorations around community volunteer service in Shanxi Province.The paper uses the method of literature analysis to systematically sort out relevant research results at home and abroad.On the basis of drawing on academic frontiers,the paper defines the core concepts of "community","voluntary service" and "community volunteer service",explains its connotation,and combines the theoretical basis of the paper—government-market failure theory,civil society theory and third-party governance theory to carry out the theoretical framework.At the same time,the author conducts field research in various communities,extensively collects and organizes a large number of case materials and policy documents related to community volunteer service,and uses grounded theory to code step by step to deeply explore the participants,main content,personnel composition,and development characteristics and development mode of community volunteer service,so as to comprehensively grasp the development situation of community volunteer service in Shanxi Province.Afterwards,by continuously summarizing the categories,the author found in the process of qualitative research that there are problems of community volunteer service in Shanxi Province at the level of volunteer team,the construction of volunteer organizations,the development of volunteer activities,and the management system of volunteer services.In this regard,the author analyzes the deep-seated reasons,designs an optimized path for promoting the development of community volunteer services,and puts forward relevant policy suggestions.This paper not only lays a solid experience foundation for grass-roots social governance in the region,but also provides suggestions for building a community of social governance.Through the above research,the paper sorts out the optimization path of community volunteer service from four dimensions: main body construction of community volunteer,content construction of community volunteer activity,carrier construction of community volunteer organization and community volunteer service system construction.Among them,the main body construction puts forward suggestions from two aspects: developing and strengthening the community volunteer team and improving the professional quality of community volunteers;the content construction puts forward suggestions from two aspects: enriching and expanding the content of community volunteer services and building community-specific volunteer service brands;Suggestions are made in two aspects: service platform and construction of citizen participation platform;system construction puts forward suggestions from five aspects: improving community volunteer registration system,recruitment system,training system,incentive system,and operation system,in order to achieve a high level and normality of volunteer service development.
