Research On Restraining Factor And Optimization Path Of Chinese Commonwealth Program Operation

Since the fast development of China's society,the political and economic system has been being improved,and all kinds of commonwealth organizations have been emerging.These commonwealth programs,which are various in form,abundant in content,wide-cover in business range,creative in operation and branding,generate great social benefit and play important roles in maintaining social stability and promoting social development.However,during their operation,a lot of problems and defects are exposed,which restrain the healthy development of commonwealth organization and commonwealth business in China.Therefore,the effective path of improving Chinese commonwealth program's operation must be found.According to “APC Evaluation” theory and “Comprehensive Performance Evaluation” framework,this dissertation runs performance evaluation on a commonwealth program in Meizhou,“Healthy Guangdong – the project of improving medical service capability”,from different dimensions,including appropriateness,efficiency,effectiveness,social impact,durative,audience satisfaction etc,and summarizes the experiences and challenges in “Healthy Guangdong” program based on the evaluation result.This dissertation believes that the successful operation of “Healthy Guangdong” program is based on the consistence between its positioning strategy and the social demand,its adaptability to local circumstances,its initiative to seek support from government,and its application of multi-cooperation and project oriented management mode,while the program itself has challenges in respect of funding,supervision,meticulous management,creativity and so on.Through the analysis on the characteristic and current status of Chinese commonwealth program,this dissertation summarizes five restraining factors in the operation of Chinese commonwealth program,which are social environment,public creditability,lack of evaluation,funding and the inside of commonwealth organization,then,further proposes six optimization paths,which are optimizing administration system,optimizing supervision mechanism,optimizing evaluation mechanism,optimizing funding mechanism,optimizing commonwealth organization's internal mechanism,and optimizing propaganda mechanism.
