| At this stage,China has entered an aging society,the number of elderly population increased year by year.It is estimated that by 2025,China’s aging population will reach 300 million.As the family unable to care for the elderly and nursing home beds are limited,pension problem is more prominent.In order to seek a more efficient way of providing old-age services,in the 1990 s,Shanghai took the lead in carrying out the government to purchase old-age services.In 2014,four ministries and commissions jointly issued the Notice on "Promoting the Government’s Work on Providing O ld-age Services",which Orderly to carry out the government to buy old-age service work,and plans to establish a relatively complete procurement system by 2020,China’s "13th Five-Year Plan" also pointed out that C hina needs to fully open the pension service market to increase service and product supply.At present,actively mobilizing the community to participate in the supply of old-age service has become the main way to solve the contradiction between the supply of old-age services,the practice of exploring the region while the academic field has accumulated some research results,but there are still lack of national level policies and regulations,purchase services are not standardized and the level of public participation is low.Therefore,from the perspective of the performance evaluation of the purchase of old-age services to regulate the government and the service to undertake organizational behavior is necessary,the performance evaluation results are effectively applied to the purchase process optimization,at the same time,define the responsibilities of the government,and actively cultivate social service organizations,establish the choice of purchase path and undertake organizational screening mechanism,in order to promote the government to purchase the purpose of the development of old-age services.This paper is based on the public choice theory,the new public service theory and the theory of public goods supply,which are related to the government’s purchase of old-age service and its performance evaluation.It explains the motivations,development course and the basis of government performance evaluation.And analyzes and summarizes the typical cases from the perspective of the practice around the study,and provides support and reference for the construction of the performance evaluation framework from the two aspects of theory and practice.It redefines the connotation of the performance evaluation of the government to purchase the old-age service,emphasizes the importance of the diversification of the performance evaluation s ubject and the evaluation of the utility of the results(analysis,prediction and adjustment),and takes the balanced scorecard performance management idea,domestic and foreign practice and related academic achievement as the main basis,the evaluation system includes 29 indicators of customer dimension,internal process dimension,learning dimension and growth and finance dimension,and studies the relationship between these dimensions which provides a management basis for performance improvement.On this basis,the article constructs the evaluation model of the government purchase pension service performance based on the principle of extenics,and assessed the Chongqing Jiulongpo District Government to buy community wisdom home care services.Finally,on the basis of a systematic analysis of the path of the government’s purchase of old-age services and a summary of the existing problems,the paper puts forward some suggestions on optimizing the purchase path: clarifying the government’s responsibility,perfecting the rules and regulations,promoting the development of the social organization,establishing the standard purchase process,perfecting the supervision and evaluation mechanism and establishing the information management platform of the old-age service. |
