A Research On The Problems And Countermeasures In The Practice Of Purchasing Public Service Contract By Chinese Government

Since 1970 s,the trend of the transformation of government functions was risen all over the word.The western developed countries such as Britain and United States have started to reform.GPPS(Government's Purchase Public Service)is a new way which the government can provide better service for all,leading the innovation of the community governance.Since 1990 s,the ways of the government purchasing public services has got initial results in China.The core is to introduce the Market Mechanism to allow the market organizations participate in the supply chain of some public services and make use of the technology and resources of market organizations to leverage the cost of public services,to improve the quality and efficiency of public services delivery,and to meet the community's pleasure of diversifying services by improving the quality and efficiency of what we do.This paper studies the process of public services contracts practice,elaborates on the pre-contract stage,the mid-stage contract and the post-contract stage.This paper is divided into five chapters.The first chapter introduces the background of the government purchasing public services,the status quo at home and abroad and the significance of this issue,and summarizes the main points,innovations and shortcomings of this article.The second chapter defines the connotation of the government purchasing public services contracts,and expounds the stages of public service outsourcing contracts.The third chapter points out the realistic problems in the different phases of the government's purchase of public service contracts,such as the ineffective determination of purchase of government public services and the lack of flexibility in the choice of purchase methods.The regulations of the issued purchasing contracts are vaguely.The government and the market organizations lack of contractual capacity,inadequate supervision and evaluation system for public service purchasing activities.In the fourth chapter,the author puts forward corresponding solutions to the problems discovered,such as the government can make a rational decision about the purchasing requirements and methods,clarify the establishment of purchasing contracts based on the Law and set up a diversified supervision and evaluation system.The fifth chapter the author makes a further summary of this paper.
