Study On Network Consensus Evolution Mechanism And Countermeasures Of Public Security Events

China is in a transition period of rapid economic growth.Once our intrinsic social system or behavior framework change drastically,it is likely to cause a variety of public security events,which lead the public and the government to suffering a heavy loss.In the era of new media,weather we can correctly shape network consensus,an inevitable outcome of public security events,is a key to solve the events.This paper is aiming to study the internal relation between public security events and network consensus,which can contribute to better solutions to correctly guide Internet public opinions of public security events.This paper use case analysis method based on an analysis and summary of several public security events in recent years,to explore the evolvement rule of public opinions on these events and the inherent logical relation among three related parties —the government,the media and the public audiences.Also,by using Interdisciplinary transplantation approach,this paper introduces the theories of communication sciences and public opinion study,aiming to find a more scientific and systematic exploration of public consensus guidelines and further to improve the ability to control of the situation.One of the innovative parts of this paper is the dynamic evolution model which is built by analyzing the time lag and subsequent evolution process after the security events occur.The model is divided to three types which combines the agenda-setting theory,the Spiral of Silence theory and digital divide theory as well as several concrete case study.Moreover,this paper systematically researches the causes of some existing problems of government regulations,Medias,denizens and the whole Internet environment at the present stage.The paper not only propose a four-stages theoretical model to make a solution to guide consensus on each certain stage in concrete cases,but also put forward a long-term countermeasure for the government from three perspectives including new medias,legislation on network and Internet cultural atmosphere.Strengthening the network public opinion guidance,is of great importance in improving governance capabilities and properly handling the public security events,as well as can ensure the safety of people's lives and properties and maintain a stable social environment.
