In this thesis, the author based on the agenda-setting theory, analyzes the People’s Daily and sina as the research sample, using qualitative and quantitative research methods to analyze the two media in April10,2013to2June30,2013during the period for news reports "H7N9bird flu event", based on the analysis comparison of the two media in reporting on the events of the agenda setting, on the basis of stat istical data has been qualitatively analyzed the network media agenda-setting characteristic and the insufficiency, thus put forward the public emergency guidance strategies in network media, this subject for network media reported how to do a good job in public emergency has a significance.This thesis consists of five parts. The first part mainly illustrates the specific concept of public emergency, characteristics and the ways and methods in the network transmission; The second part summarizes the "H7N9bird flu event" in the media agenda-setting, mainly analyzes the People’s Daily "H7N9bird flu event\’ agenda-setting and sina to "H7N9bird flu event" agenda-setting, and the two media agenda setting on the issues.
