The Study Of New Recruited Police’s Quality And Ability Architecture In Public Security Organs

The new recruited police quality and ability means that,in order to guarantee the normal work,fulfill their duties,and implement organizational goal,police selects the public security colleges,universities graduates,veterans and society recruit staff as the new recruited people’s police.in the aspect of knowledge,skills,ethics should have ability of quality requirements.The new hire policeman should meet the requirements of knowledge,skills,and ethics which the police official should have.Based on science of personnel,and competence quality related theory,this paper classified people’s quality and ability according to the broad sense(social)and narrow sense(professional).As a national special profession,police shall have the quality and ability of their professionals.The new recruited police quality and ability means that,in order to guarantee the normal work,fulfill their duties,and implement organizational goal,police selects the public security colleges,universities graduates,veterans and society recruit staff as the new recruited people’s police.in the aspect of knowledge,skills,ethics should have ability of quality requirements.The new hire policeman should meet the requirements of knowledge,skills,and ethics which the police official should have.This article focuses new police enroll system of several regions: Beijing police bureau enroll,the New York police enroll,Taiwan to enroll,Hong Kong police enroll.This paper unites regional police enroll system characteristics,and puts forward to the new police quality and ability structure optimization.As primary index,the new police quality and ability are divided into three aspect: skills,ethics,knowledge.Cultural quality,professional quality,physical quality,psychological quality,ideological and political quality,and professional ethics quality set as secondary indexes.Under the quality indicators,I establish specific ability index and form the new police quality and ability structure.The purpose of this paper is to put forward new police quality and ability structure,and expect to provide certain reference to the actual police work under the background of new police enroll policy and reality of public security environment.
