This article systematically analyzes the reform of the US anti-terrorism intelligence integration mechanism.It introduced the development process of the improvement of the anti-terrorism intelligence integration mechanism after the United States experienced the9/11 incident,and combed the reform measures of the United States intelligence integration.This article also studies the characteristics of the major anti-terrorism intelligence fusion agencies in the United States and introduces the six major anti-terrorism intelligence fusion agencies in the United States.On the basis of a field survey in the US and document analysis,America's experience can be summarized in the following four aspects: promoting American counter-terrorism intelligence fusion at national strategic level,improving the laws and norms on intelligence fusion so as to build an intelligence fusion environment,reforming the intelligence fusion agencies by focusing on the construction of an“intelligence matrix”,strengthening intelligence fusion to serve government decision-making.There also exist some problems,including neglecting the documentation of information fusion system construction,insufficient funds to construct,maintain and upgrade the intelligence fusion system,difficulties in assessing the actual role of intelligence fusion mechanism(credit).In the last chapter,this article uses a SWOT analysis method to systematically analyze the construction of the American intelligence fusion mechanism,and four suggestions on how to improve the intelligence fusions of China intelligence agencies are proposed.The first is to pay attention to cooperation between the public and private sectors of intelligence fusion.The second is to improve relevant laws and norms at the national strategic level to promote information fusion on the basis of America's experience of setting up specialized agencies.The third is taking relevant departments' interests into consideration in the construction of the “intelligence matrix” and strengthening the collaboration between information security agencies and intelligence fusion agencies.The fourth is wary of data omnipotence view in the service of counter-terrorism intelligence fusion to decision-making and paying attention to the core factors of people.
