The Study Of The Deviation In The Implementation Of Rural Minimum Life Security Policy

Many scholars have explored the result of Rural Minimum Life Security Policy.They have got a consistent conclusion that though the policy is helpful for improving the life of poor people,its implementation has occurred some errors.Some scholars believe that the deviation is related with some institutional reasons including undemocratic program,poor mechanism and management,unclear criteria and so on.However,some scholars find that consequences of the policy are caused by means of governance,and "small private logic" between the villagers.The first opinion is so institutional that it doesn't explain the specific results of different implementation.Compared with the institutional opinion,the second is good enough to find the reason is related with implementers,but it has not contributed a systematic method.Rural Minimum Life Security Policy is a redistributive policy,which is related with rural power.Meanwhile,its implementation must have a profound impact on the interaction between village cadres,villagers' representatives and ordinary villagers.Considering the power,this paper will use three-level analysis to study that how the structure of rural power affects results of the policy by comparing the different rural.The conclusion of this paper are the following: S village is export-oriented village,whose relationship is unstable but has a very efficient operation of power,and the results of the implementation are means of governance;Z village is also export-oriented and highly unstable village but has an inefficient operation of power,so the results of the implementation will be an even distribution;T village is introverted and stable village,whose operation of power is very efficient,so the results of the implementation will be complete the goal of government's expectation.
