Research On The Impact Of Village Power Structure On Grassroots Policy Implementatio

As one of the classic research topics of administrative science,policy implementation has been widely concerned and in-depth studied by various disciplines,including political science,management,sociology and other disciplines,providing theoretical support for improving the implementation practice of grassroots policies.Its research perspective is multidisciplinary,multi-layered and complex.Starting from this classic topic,this paper takes the implementation of rural subsistence allowance policy as an example,attempts to explore the implementation of grassroots policies in rural areas of China,analyzes the main reasons affecting the implementation of grassroots policies,and makes efforts to improve the practice of grassroots policy implementation in China.From the perspective of village power structure,this paper uses the theory of mutual adaptation model of policy implementation and the three-layer analysis method of village power structure to construct the research framework of this paper,and explores the whole process of the implementation of the minimum social security policy in H village through a combination of case analysis,in-depth interview method and data analysis method,combined with field research.It is found that the interaction between the government and villagers leads to a bias in the understanding of policy objectives in the interpretation stage of policy implementation.The interaction between village cadres and the government in the organizational stage leads to the alienation of policy implementation plans;During the implementation stage,the interaction between village cadres and villagers led to deviations in the implementation of the policy,and eventually led to problems such as "governance guarantee" and "relationship guarantee" in the implementation of the minimum social security policy.In this regard,according to the basic principles of the policy implementation mutual adaptation model,this paper puts forward targeted optimization suggestions from three aspects: policy itself,policy subject and object and policy implementation mechanism,aiming at the problems arising in grassroots policy implementation.
