Retired military officers placement system is an important system for the country to placement for retired military officers,and the independent choosing profession placement system of retired military officers is a part of its content.After 2001,China implement the combination of two ways to placement retired military officers,including planned distribution and independent choosing profession.The independent choosing profession placement system implementation for more than ten years,has been more and more cadres accepted,but due to forces and social situation changing and the policy itself is not perfect,resulting in the policy in the implementation process exposed many problems.Especially at present,in the background of national and military reform,we must give full play to the guarantee role of independent choosing profession placement system,serving the national defense and army building,it is necessary to analyze and appraise the status and effect of the independent choosing profession placement system,and explore specific solutions.This paper is divided into five parts.In the first part,through the analysis of the related literature,it makes a comprehensive review of the literature,and introduce research methods and innovation points.The second part describes the concepts and theoretical basis of retired military officers and independent choosing profession,which lays the foundation for the following research.The third part analyzes the development,composition and operation status of the placement system of independent choosing profession by retired military officers.In the fourth part,the problems and reasons of the implementation of the independent choosing profession placement system of retired military officers are summarized through the investigation and interviews,including six aspects: the threshold of independent choosing profession is high,part of terms of the independent choosing profession placement system are not clear enough,the employment and entrepreneurship training mechanism of independent choosing profession has not been established,the “five social insurance and one housing fund” system for independent choosing profession is not perfect,the management service system of the independent choosing profession placement system is not perfect,the propaganda of independent choosing profession placement system is not enough.The fifth part through the introduction of several foreign countries military officer retirement placement system overview,draw lessons from other countries,combined with China's national situation,put forward the general ideas and suggestions.It mainly contains six points: first is to improve the independent choosing profession placement system of retired military officers on the premise of military professionalism,second is to clarify the terms of the system,third is to improve the employment and entrepreneurship training mechanism,fourth is to improve the “five social insurance and one housing fund” system,fifth is to reform the management and service system,sixth is to increasing the propaganda of the independent choosing profession placement system.
