With the speeding up of urbanization process,it puts forward higher and more refined requirements on urban management.However,under the condition of the state advocates the administrative preparation of streamline,as one of the government functions,urban management department which plays the main role of urban management is difficult to use of limited administrative law enforcement team to the effective management of the city.For example,in Shenzhen,the population reached about 15 millions,with an area of 2000 square kilometers,and the city ‘s real formal players participate in administrative enforcement of urban management is only 1200,which means that 1 law enforcement team member to the jurisdiction of 16 thousand square kilometers with the 13 thousand population.So the existing member on the establishment of urban management enforcement team can not cope with such a heavy urban management issues,which needs the help of supernumerary inspectors strength.Therefore,the inspectors take to the job and the team continues to expand and gradually become an important part in the management of the city.However,due to supernumerary inspectors quality is uneven and lack of legal consciousness,the government organs at all levels relating to the management of supernumerary inspectors has not issued the corresponding laws and regulations,so it produces a series of problems in the process of hiring,of which not only brings the inspectors of supernumerary rights violations,but also causes adverse effects to the government departments because of their poor personal quality and weak legal awareness in the work process.To explore the countermeasures to solve these problems,is conducive to ensure the rights of supernumerary personnel and effective management of urban management departments to the supernumerary inspectors.Both bring a very important significance to promote the development of the city.By analyzing the basic situation and current management of Beijing City,Shenzhen city and Ningbo city of Yinzhou District.The discussion of problems in China's urban management to the supernumerary inspectors and analyze its causes.Then put forward reasonable measures to improve the unofficial personnel management after fully understanding the current basis of supernumerary inspectors management based on policy.This study selected Beijing City,Shenzhen City,Fujian Province,Ningbo city of Yinzhou District as a sample for the collection of relevant data,the main methods of the research used are literature review method,questionnaire survey method and interview method.This study involves wages and other benefits,promotion,training,and other aspects of supernumerary inspectors in the management system.It brings certain influence to the city management that the outer coding management team mobility,legal consciousness is not strong,lack of sense of ownership.Countermeasures and suggestions for the government agencies are in the system construction guarantee of irregular inspectors substantive rights.And at the same time the supernumerary inspectors themselves put forward to make the supernumerary inspectors more cohesion and have a sense of belonging.
