From the perspectives of the General offices of the Chinese people's government at all levels as the subject exercising the right of supervision and the object receiving supervision respectively,this thesis puts forward some suggestions for the general offices' defects which existing in the administrative supervision system in order to improve the governance ability and effectiveness of the government,basing on the theory of secretarial science and administration science with diachronic analysis,comparative study and case induction.First of all,as the subject exercising the right of supervision,the general offices' responsibilities of the supervising body come from the Constitution,laws,regulations,rules and other different legal sources,including three kinds of supervisory powers: the right of operational guidance,the right of supervision and inspection,the right of temporary supervisory which are scattered in the areas of decision matters and implementation of leadership instructions,on-duty work,e-government work,and other tasks assigned by the leadership in the form of supervising the implementation,checking the implementation,investigating and supervising the implementation.And the offices can conduct cross-level supervision.Meanwhile,the General offices of the Chinese people's government at all levels face three dilemmas: Firstly,from the perspective of the succession of functions,the effectiveness monitoring function cannot be implemented;Secondly,from the perspective of the establishment of the institution,the separation of responsibilities of e-government,information and information disclosure leads to the expansion of the institution;Thirdly,from the perspective of legal provisions,the lack of specific legal restrictions leads to the serious phenomenon of "regulation after adjustment".For those,this paper suggests: Firstly,it is necessary to set up the performance appraisal offices to perform some of the functions of efficiency supervision that were stripped off during the reform of the national supervision system;Secondly,it is necessary to integrate the e-government,information and information disclosure work into the responsibilities of information work in a broad sense;Thirdly,it is necessary to adjust the duties of the secretariat in time according to the achievements of the reform of institutions,writing them in the next "three decide" of the general office of the people's government,and limiting the "regulation after adjustment" behavior.Next,as the objects that receiving supervision,there are two problems in the supervision of other supervisory bodies to the general offices: Firstly,internal oversight is lack of motivation;Secondly,external social supervision is ineffective.Thus,this paper puts forward four suggestions to the external administrative organs: giving full play to the supervision by leading Party group,reinforcing the guidance of general office operations,improve the supervision mechanism of power organs,and clear the channels for letters and visits from the masses.Meanwhile,this paper puts forward three suggestions to the government office: clarifying their responsibilities,formulating and optimizing internal work systems,implementing the main responsibility of internal supervision.
