Study On The Participation Of Social Organizations In Community Endowment Service Of Gulou District In Xuzhou

Based on the more and more serious conditions of population aging and the miniaturization of the family structure caused by the One-Child policy,the endowment problems become increasingly serious.Job mobility of young adults labor and the change of the way of life lead to a sharp rise in the number of empty-nesters.In the face of insufficient efficiency of the traditional pension model and repellency to the institutional caring for the old,community endowment has great advantages in territory,material resources and manpower.And social organizations with its own advantages will play an irreplaceable role in the community endowment services.Taking the community as the work platform and active participation of social organizations,can meet the requirements of the old people's material life and spiritual life.In this paper,through investigation and study on the participation of social organizations in community endowment service of the Gulou district in Xuzhou,the writer point out the existing problems,such as the lack of legal protection and policy support,the weak independence of the social organizations,the low degree of specialization and lack of supervision,etc.By analyzing the reasons and comparing the participation of social organizations in community endowment service with the developed cities at home and abroad,writer give advice and development suggestions.First,exert the principal role of the government,through perfecting the community endowment service system construction plan,increasing financial support for social organization,understanding the relationship between government and social organization correctly,promoting the construction of talent team and education training work and establishing effective supervision and evaluation mechanism.Second,Social organizations can improve their ability to participate in community endowment service by raising awareness on thought,improving the internal governance mechanism,perfecting the talent team construction,expanding the external support network,strengthening self-supervision.Third,the community can shift the awareness,strengthen publicity and make full use of community resources to build comprehensive community endowment service platform and strengthen supervision and evaluation of social organizations in order to strengthen the bearing role of community for social organizations to participate in the community endowment services.
