Community is the cell of a city, urban community construction and management level is directly related to social harmony and stability. Nanjing Gulou District of the community work has been walking in the forefront of the country, after years of development, forming a set of unique characteristics of the management model, accumulated valuable experience for China's urban community management. However, with the deepening of the social transformation and reform, Gulou model also exposed some problems, requires an in-depth analysis and research, try to improve efficiency further.This paper uses theoretical analysis on related concepts of community, community management, overview of the theoretical basis as well as the domestic and foreign community management mode development are described; the analysis of the development process, Gulou District community management organization, problem of experience and existing practice. This paper selected the United States, Japan, Singapore, and Shanghai, Qingdao, Wuhan city community management at home and abroad and carried out comparative analysis, on the basis of this, put forward to improve the efficiency of community management mode Gulou suggestions. Mainly includes four aspects:promoting the reform of community management system, strengthen community democracy, accelerate the development of community social organizations, improve various security mechanism. Among them, the role of the government, market, the role of social resources, build a multi subject cooperation and co governance type management mode to the idea, to solve the current urban communities in our country exists the tendency of administration and residents participation is not high, with a certain positive significance.
