| With the continuous improvement of China’s economic level,the problem of population aging has become increasingly prominent in China,so the pension problem has been widely concerned.Community home-based care not only meets the basic needs of the elderly,but also enables the elderly to enjoy their old age in a familiar environment,which is more in line with China’s current situation.In 2018,Xuzhou was included in the national community home care service reform pilot unit,which lasted for three years and enjoyed nearly 100 million yuan of national special subsidy funds.To this end,in April 2018,Xuzhou municipal government issued the "Xuzhou home and community care service reform pilot implementation plan" and other policies,which provided an important development opportunity for the community home care service in Gulou District of Xuzhou.Through the collection and analysis of interview data,it is found that Gulou District of Xuzhou City community home-based care services in the performance of government functions has made some basic achievements: policy system continues to improve,capital investment continues to increase,resource integration continues to improve;but there are also some prominent problems: planning is not perfect,lack of capital investment,lack of professional and skilled personnel,government supervision is not in place;guidance The reasons for these problems are: the lack of long-term rational planning,the lack of government leading consciousness,the lack of professional team construction,and the imperfect supervision mechanism.Based on the experience of home-based care service at home and abroad,the countermeasures to improve home-based care service in Gulou District of Xuzhou City are as follows:making long-term planning,strengthening resource integration;increasing effective investment,broadening capital channels;strengthening team building,improving service level;optimizing supervision mechanism,improving evaluation and assessment. |
