A Research On The Community Governance Innovation In Gulou District Of Fuzhou City From The Perspective Of "Meta Governance"

With the acceleration of urbanization,China's original social pattern has changed.In order to cope with the social problems brought about by the new situation,the Chinese government has begun to attach importance to urban grass-roots community governance.Since the end of 2013,Gulou District has been innovating in community governance,and gradually formed a "one core and multiple" governance framework with the Party Committee and the government as the core and the multi-participation of social forces,which has become a practical model of the "meta-governance" theory.The theory of "meta-governance" is a development of the theory of"multi-governance",focusing on how to achieve "multi-governance" and emphasizing the central role of government.Based on the theory of "meta governance",this article takes Gulou District of Fuzhou as a specific analysis object.Within the framework of case analysis,this study comprehensively uses practical observation,questionnaire survey and other means to analyze the effectiveness of innovative measures in community governance since 2014 in Gulou District,summarizes its experience and shortcomings,and puts forward countermeasures for improvement.The first chapter is the introduction of the background and literature review.The second chapter introduces the background of community governance innovation in Gulou District.The third chapter introduces the specific practice of community governance innovation in Gulou District,and evaluates its effectiveness through questionnaire survey.The fourth chapter summarizes the experience of community governance in Gulou District,discusses the deficiencies,and puts forward countermeasures and suggestions.Generally speaking,the "one core and multiple" governance model derived from the "meta-governance" theory is the development direction of community governance under the current national conditions.In the practice of Gulou District,on the one hand,the government strengthens the top-levei design,straightens out the relationship between itself and other governing bodies,on the other hand,carries out government procurement by various means,thus promoting the development of social organizations.Through these two means,the government of Gulou District has effectively shouldered the responsibility of organizer and promoter,played the core role of the government,and also constructed the soil for the "diversification"development,and initially constructed the "one nuclear diversification" model in the community.However,the enthusiasm of residents to participate in community governance and the degree of development of community organizations need to be strengthened.
