Research On Innovation Of Urban Grassroots Social Governance From The Perspective Of System Holism

The report of the 19th National Congress of the Communist Party of China explicitly proposed to "create a pattern of social governance that is constructed and governed and shared by all," while emphasizing the goal of "strengthening the construction of community governance system and pushing the focus of social governance down to the grassroots level",it is an important part of promoting the modernization of national system and national capacity.In terms of the status quo of urban grassroots social governance in our country,the current urban grassroots social governance element system involves a number of governance bodies,namely community parties,government,neighborhood committees,community social organizations,area enterprises,residents,property management companies and owners' committees.The plights of urban grassroots social governance in current China include the fragmentation of community governance,the structural imbalance of subsystems and poor operation within the social governance subsystem.Its roots lie in the hysteretic and disjointed urban grassroots social governance concepts,the offside of government governance subsystem,the absence of market and social governance subsystems and the effective cooperation within the social governance subsystem has not yet been formed.The author think that the urban grassroots social governance in current China is an integrated system composed of multiple subjects and emphasizing the independent subsystems,exerting the irreplaceable functions.Besides,they work together to complement each other's advantages through cooperation and co-governance and eventually promote the idealization of the entire urban grassroots social governance system.In a word,the article is based on the perspective of system holism,taking the CJ Street as an example to analyze the innovation of urban grassroots social governance in current China.The case of community governance innovation in CJ Street provided beneficial inspirations for us to successfully get rid of the plight of the current urban grassroots social governance.Firstly,to straighten out the vertical relationship among the administrative bodies in urban grassroots social governance.It requires that the main responsibility of the vertical administrative management should be clarified and the management mechanism between subdistrict offices and neighborhood committees should be reformed.Secondly,the formation of pluralistic bodies to participate in the urban grassroots society governance should be developed.The horizontal relationship in innovating the urban grassroots social governance should be guided by the service of party building and party organizations,guided by the cooperation and co-governance of multiple subjects,and attracting emerging governance actors to participate in community governance.Finally,a new type of urban grassroots social governance structure focusing on community autonomy should be established.It is necessary to enhance the community's reciprocity mechanism,promote the construction of community democratic mechanisms and strengthen the innovation of governance tools.Obviously,urban grassroots social governance is a systematic project,and only by macroscopically grasping it from the perspective of system holism and coordinating the relationships among various governance subsystems can realize the modernization of urban grassroots social governance in China.
