| Objective:Through the research of the application status of the movable law enforcement system in Changchun health supervision agency,the benefit is shown when the health supervisors are using the system.At the same time,by investigating the hardware and software,the problems are found which exist in the process of use in the pilot of the health supervision institution,and according to the analysis of problems causes,countermeasures and suggestions are put forward to provide implementation of the theory for the further step of Changchun health supervision at all different levels.Materials and Methods:The research object is the health supervisor of the Changchun health supervision institution which has all applied the movable law enforcement system.The questionnaire is divided into 4 dimensions,this paper focuses on the basic situation,the cognition of the system,the use of the system and the attitude towards the movable law enforcement system.A total of 150 questionnaires were issued and 139 valid questionnaires were recovered.Epidata 3.1 software is used for data entry,and SPSS 23.0 software is used in the statistical analysis.General descriptive statistical analysis is used for data analysis methods.Results:1.The basic research object age: the age distribution of the subjects: 37 people aged 20-30,43 people aged 31-40(accounting for 30.9%),38 people aged 41-50,21 people aged 51-60;educational background distribution: 89 persons with bachelor degree or above,accounting for 64%;work life distribution: 45 persons under 5 years,accounting for 32.4%,34 persons from 6 to 10 years,accounting for 24.5%,27 persons with 11-20 years accounting for 30.9%;33 persons with 21 years and more accounting for 23.7%;distribution of the supervisory authority: 31 people at the municipal level accounting for 22.3%,108 people at district level accounting for 77.7%;job level distribution: 4 leaders accounting for 2.9%;22 middle section chiefs accounting for 15.8%;21 supervisors of deputy senior and above accounting for 15.1%;30 supervisors of intermediate title or director office accounting for 21.6%;62 supervisors of the primary and below the title accounting for 44.6%;the distribution of the supervised object category(the department in which it is located): 67 people in public places,accounting for 48.2%,39 people in medical institution accounting for 28.1%,16 people in schools accounting for 11.5%,7 persons in radiology accounting for 5.0%,10 persons in water quality department accounting for 7.2%.2.Knowledge of the system: most health supervisors have heard of(96.4%)and used(85.6%)the movable law enforcement system,and 23% of the health supervisors didn’t participate in related training,and 26.6% of the supervisors have participated in the training once,while 33.8% of them have participated in the training twice and meanwhile,16.5% of them have taken part in the training three times or more.In the actual work of health supervision,the supervisors have the opinion that the most important function of using the system is to improve the efficiency of the health supervision(77.0%),compared to the traditional law enforcement mode.3.The use of the system: the movable law enforcement system is the most used for daily supervision(78.4%);only 42.4% of the monitors use the system to influence data;9.4% of the supervisors think the use of the mobile payment system is clearer in the clarity of on-site forensics.After using of the movable law enforcement system,there are 43.9% of the supervisors use it to make law enforcement documents and 77.7% of the inspectors think the use of the system is more standard.4.Attitude towards the system: 87.8 % of the supervisors support the continued use of the movable system in their work.The main problems found by the health supervisors in the process of using the system are in return: tablet computers and printers are not easy to carry(56.1%),network instability in the field of law enforcement(45.3%),incomplete data(44.6%),not familiar with the use of the tablets and printers(44.6%).Health supervisors believe that the main factors affecting the effective use of the movable law enforcement system are in turn: information service training(68.3%),fund support(65.5%),equipment renewal and maintenance(64.0%).Conclusion:1.Through investigation and analysis,we found that the application of movable law enforcement system in Changchun health supervision institutions effectively regulated the law enforcement behavior of health supervisors,enhanced the deterrent force of law enforcement,improved the efficiency of internal management and promoted the informatization process of health supervision.2.Because of lack knowledge,inadequate management of training and lack of professional persons,the movable law enforcement system has been restricted in practical application.3.For the reason that the basic data of the system is not perfect,the system stability is insufficient,network signal is weak,forensics module problems and equipment hardware problems,the movable law enforcement system is restricted in practical application.4.From four aspects,such as increasing training and management,setting up professional and full-time personnel,optimizing information system related functions,doing well in network and hardware guarantee,and improving measures for movable law enforcement system in health supervision,the measures and countermeasures are put forward. |
