The Study Of Pension Institutions' Construction Path Based On The Perspective Of PPP

With the deepening of population aging in China,Institution for the aged has become an important choice for the elderly population as an important supplement to home care and community care.The quality of the pension institutions are the necessary conditions for the institution to provide for the aged.Owing to the strong public welfare characteristics of the pension institutions,they are mainly invested by the government,which creates great pressure on the government finance.To solve these problems,the state promotes the mode of cooperation between government and social capital(PPP),actively encourages social capital to participate in the construction of pension institutions,and PPP mode plays an increasingly important role in the field of supporting the elderly.In this paper,developing the concept of the PPP mode,operating model and build the PPP mode,using the method of literature research and case study,with the aid of public product theory,public choice theory and contract theory,the PPP mode on the basis of relevant literature review at home and abroad,analyzes the pension institutions present situation and problems,and explores the PPP used in feasibility and necessity of the construction of the pension institution.Firstly,the domestic municipal pension agency the PPP projects,constructed the project operation mechanism model of the PPP mode,analyzes the project operation mode,the price mechanism,risk sharing mechanism,supervision mechanism,and exit mechanism,verify the PPP mode can be applied to pension institution building,the second chosen A healthy pension agency of the PPP projects in Canada,analyzes its operation pattern,success factors and reference to our country.In the analysis of the typical PPP project,on the basis of the author put forward a sound pension field the PPP model law mechanism,establishing the incentive mechanism,supervision mechanism,risk sharing mechanism and talent security mechanism,improve the contract management mechanism,to perfect the PPP model applied to the realization of the endowment institution building path,improve the supply level and service efficiency has a certain practical significance.
