Water conservancy and hydropower project resettlement is an important component in water conservancy and hydropower engineering construction.Furthermore,there is a distinct involuntary feature of large-scale migration during the process of water conservancy and hydropower project construction.Public participation as an important means to highlight the state sovereignty and improve the quality of public decision-making,also play a vital role in the resettlement of water conservancy and hydropower projects.Considering about the involuntary characteristic of migrants in water conservancy and hydropower project that the overall effect resettlement would be reduced if unfair and unreasonable phenomenon occurs in resettlement.Obviously,how to use the power of public participation to solve the problem of resettlement of water conservancy and hydropower projects has become the urgent task in the development of China.This article start from the level of public participation,systematic analysis of the current situation of public participation in water conservancy projects in China,then grasp the problems accurately,and put forward effective countermeasures.First of all,it introduces the general situation of water conservancy project immigration and public participation,then clarifies the purpose and significance of this study,moreover,discusses the research results obtained by scholars at domestic and abroad in this field.Secondly,analysis the current situation of public participation in China from two views of emergence and development,in order to understand the problem in the way of channel,dominant power,information acquisition and so on.What's more,focus on the analysis of domestic water conservancy immigration public participation characteristics,ways and methods,combined with specific case data and summarized the existing water conservancy and hydropower projects of China's public participation in the immigration problem.Finally,the thesis construct the mathematical fuzzy comprehensive analysis model based on MILE dam reservoir to evaluate the indicators of public participation in water conservancy and hydropower project resettlement clearly.In view of this analysis fully complied with actual and specific case support,so that results are representative.It also can inject sufficient power for water conservancy and hydropower project resettlement in China to enhance the level,in additional to accelerate the construction of water conservancy and hydropower engineering construction.
