The water conservancy immigration physical indicator data is the basis of data and factual of the work of water conservancy immigrants, it has the large amount of data, complex types, the needs of statistical summary analysis primevally and management in the later period. Existing physical indicators data collection and management system has the problem of positioning, measurement and record. In the field environment, mobility, portability and bad user experience results in the problem of high-cost, low data timeliness.In order to resolve these problems, immigration data acquisition and transmission in the mobile environment was studied, based on analysis of data collection technology and migration data characteristic, including the data acquisition process design and data transmission.The immigration data acquisition process design for mobile devices aimed at making the surveying stage explicit, specifying in the method and direction for further access to the data. It has changed the traditional way of working.The study of physical indicator data transmission in a mobile environment aimed at optimizing the data transmission in the mobile environment. The data transmission strategy referenced the thinking of the priority of the real-time data-processing services, combined data characteristics and transmission characteristics of demand, proposed priority-based data transmission strategy. In the data transmission efficiency, it has realized ProtoBuf transmission based on of the RESTful, improving the transmission efficiency.Finally, using GIS technology, wireless positioning and wireless communication technology in the paper, the prototype system is built.It used Mobile-Server architecture which easy to deploy and manage. The system meets the urgent needs of water migration data acquisition.
