With the rapid development of the international shipping market economy residents' awareness of self life safety and marine environmental protection has been improved,and the ability of navigation support has been paid more and more attention.AIDS emergency response as a maritime security work is an important part of the control stage of crisis management.Efficient,rapid and effective emergency reacting for navigational aids has played a positive role for preventing or reducing casualties and property losses,water pollution.Tianjin port is the biggest port of north China;throughput has reached 550 million tons in 2016.Tianjin port ship navigation safety cannot do without navigational aids.Navigational aids as an important guarantee for the safe operation of the ship,to help guide the ship navigation and positioning,to prevent the ship was stranded,rocks and other dangerous.The emergency response capability of navigational aids directly affects the timeliness and accuracy of navigation information.It is of great significance to analyze and solve the problems existing in the emergency response for navigational aids.The rapid development in the international shipping market under the background of the current situation of Tianjin port navigational aids emergency response are summarized and analyzed,on the Tianjin harbor navigational aids emergency response plan,navigational aids emergency response organization,emergency response team and emergency response equipment as well as the level of detail.Through the comparative analysis of the emergency response mechanism of the international advanced navigational aids,the limitation and deficiency of the emergency response mechanism of Tianjin port are obtained.Specific performance as follows: equipment and facilities are relatively backward,the warning and response mechanism is not perfect,the emergency response linkage mechanism is not perfect,and the response time is short.According to the concrete flaw and deficiency,operating crisis management theory and drawing lessons from interpretive structure model approach to design the emergency management mechanism of navigational aids in port of Tianjin,and provide relevant countermeasure and suggestion to the emergency management capability of it.This author mainly discusses the related problems of AIDS emergency response in Tianjin port.I hope this discussion can provide a new idea of the construction of Tianjin port navigational aids management,and even navigational aids management of China.It is also hoped that this paper will contribute to China's water transportation convenience,safety of navigation,marine clean and marine economic development and so on.
