Public servants in our country are distributed in shape of “pyramid”.According to statistics,90% of public servants who are lower than the position of section chief,are distributed in Party and government organizations at all levels,including national,provincial,municipal,and county governments.They are both the executants of concrete official affairs,and the information messengers between masses and higher-level civil servants.The working capability and efficiency of bottom public servants have direct impact upon efficacy and service capacity of governments,as well as the relationship between masses and Communist Party.This essay takes bottom public servants of Suzhou as subject investigated.On the basis of literature review and data analysis,three dilemmas of their career development,namely,career plateau,salary basin,and work burnout are put forward.The essay analyzes reasons causing the three dilemmas from perspectives of organization system,external environment,and individual.In addition,this essay puts forward the optimizing path to investigate more effective strategies of promoting the career development of bottom public servants,ameliorate their working and living conditions,and improve the overall quality of civil servants.Then,the management system of public servants would become sounder and more creative.
