It is everyone's wish to have a successful career and achieve self-realization, and civil servants are no exceptions. However, due to the imperfect present system of civil servants, Chinese civil servants do not go so smoothly in their career. They are actually constrained in career development because of their insufficiency and some existing difficulties in real life, such as incorrect values and positioning, high pressure at work, limitations of organizations, flaws in institutions and gender discrimination, and so on. The reduction of their initiative in work affects the drive for their career development, their working ability and efficiency and the realization of their career objectives. As a result, the public organization ability and efficiency is directly or indirectly affected. Therefore, it is extremely significant to figure out and try to solve the existing problems in career development of Chinese civil servants so as to promote their career development.This paper aims to launch an in-depth investigation of the existing obstacles in the career development of Chinese civil servants and explore relevant counter-measures to these obstacles in the hope of a smooth career development for Chinese civil servants. In this study, the author firstly summarizes and theoretically analyses the theories on career development both at home and abroad to have basic command of the study status and the existing insufficiencies. Then the author investigates some Shanghai civil servants to find out the common problems in Chinese civil servants'career development and the causes. Lastly, the author advocates removing these obstacles by uniting the strength of both civil servants, governmental organizations and the whole society in order for a harmonious development of civil servants and the governmental organizations.
