Study On Functions Of Non-public Economy Grassroots Party Organizations Participating In Social Governance

The fact that the Communist Party of China,which is the top designer and promoter of social governance innovation,has always been the leading role in social governance is decided by the history and special political framework of China.Given the circumstance that lack of mature democracy and law and foundation of civil society,it is essential to make full use of the social function of the grassroots party organizations so that the social governance can convert from government-centered to social-centered smoothly.Non-public economy sectors are important part of social governance.As the basic-level organization of the ruling party,non-public grassroots party organizations are key subject of establishing a stable and orderly vital social governance network in non-public economy area.The non-public grassroots party organizations should assume the role that grassroots party organizations have been playing in social governance as well as make full use of their functions in social governance.However,due to the limiting factor of common view,self-construction and working mechanism,non-public grassroots party organizations have not fully exerted their functions and participated in social governance so far.The non-public economy grassroots party organizations participating in social governance are the study object of this thesis,whose functions are discussed through theoretic and practical analysis.Consulting relevant research outcomes of modern sociology,management science and politics,the thesis is composed based on documentary research,case study and questionnaire methods.The thesis consists of three parts,namely introduction,main body and conclusion.The introduction gives an account of the researching background,significance,summarization of related researches,objective and methods.The role and functions of non-public grassroots party organizations are studied from the perspective of social governance,which is the innovation of this thesis.The main text consists of five chapters,which focus on the functions of non-public economy grassroots party organizations in social governance.In this part,the concepts on social governance,non-public economy organization and non-public economy grassroots party organizations are defined and the theoretical basis of the thesis including public governance theory,mass line theory and Maslow's hierarchy of needs are introduced firstly.Then the essentiality and functions of non-public grassroots party organizations participating in social governance are analyzed theoretically.Based on the practice of Suzhou Industrial Park's non-public economy grassroots party organizations participating in social governance,the functions of service,coordination and guiding of non-public economy grassroots party organizations in social governance are discussed successively in this part.The obstacles and its reasons in the way non-public economy grassroots party organizations participating social governance are pointed out lastly,and pertinent countermeasure and suggestions are made as well.The conclusion party summarizes the whole content on the functions of service,coordination and guiding that non-public economy grassroots party organization can serve in social governance.To develop and make full use of the functions of the non-public economy grassroots party organizations in social governance,the understanding of all social circles on non-public grassroots party organizations should be deepened,the social governance ability of non-public grassroots party organizations should be improved,and long-term working mechanism as well as synergistic mechanism with other bodies should be established and perfected.
