Studies On Governance Function Of Grassroots Party Organizations In Rural Governance

The Third plenary session of the 18 th CPC central committee have point out that continuing to improve and developing the socialist system with Chinese characteristics,modernization of national governance system and governance capability is the overall goal of comprehensively deepening reform.The Party's 19 major report point out that strengthening the system of social governance,improving party committee leadership,the government responsibility,social collaboration,public participation,the rule of law guarantee,social governance system,improving the socialization,legalization,intellectualization and specialization of social governance.As an important part of social governance,rural governance is still in the weak link of social governance.In the process of rural transformation,the old governance system has been disintegrated and the new governance system has not been finalized.The original interests of the countryside have been broken,and the new interest pattern is being formed,which must be accompanied by conflicts of various interests in the countryside.The function of primary party organization governance is faced with many difficulties inside and outside the system.To strengthen,innovating social governance and to implement the strategy of rural rejuvenation,we need to adhere to the leadership core status of grassroots party organizations in rural governance,carrying out the improvement and innovation of basic party organization functions.This paper studies the governance function of grassroots party organizations in rural governance.This paper based on the theory of China's ruling party construction of Marxism,combined with the theory of rural governance,analyzes the background and significance of the era of the governance function of grassroots party organizations.Using the theory of structural functionalism,this paper focuses on analyzing the governance function of grass-roots party organizations,and mainly discusses the connotation,value,elements and characteristics of the governance function of grassroots party organizations.This paper is mainly divided into four parts,namely the introduction,the connotation of the governance function of the grass-roots party organization,the elements of the component,the dilemma and the solution path and the conclusion of the governance function.Chapter 1: The introduction.The introduction part mainly elaborates the research background and significance of this paper,it reviews the previous research results and comb,the study of the function of the grass-roots party organization governance theoretical basis and practical value,is introduced in this paper,we study the theoretical basis and research methods.Chapter 2: To explore the connotation and component elements of the governance function of grassroots party organizations.The research on the connotation and important elements of the governance function of grassroots party organizations is the key part of the whole article.In rural governance,the concept of the governance function of grassroots party organizations is constructed and enriched by exploring the connotation,value,elements and features of the governance function of grassroots party organizations.Chapter 3: To analyze and study the evolution of the governance function of grass-roots party organizations.Through the historical analysis of the function of rural grassroots party organizations in rural governance,the evolution and production logic of the governance function of grassroots party organizations are summarized.Chapter 4: To analyze the real dilemma of the governance function of grassroots party organizations.The multi-dimensional analysis of rural reality is an important basis for the development of rural governance dilemma under the premise of playing the function of primary party organization governance.In this chapter,the main problems of rural governance are mainly derived from the unique historical background,social reality,economic level,ideology and institutional constraints.Chapter 5: This paper analyzes and puts forward the running direction of grass-roots party organization governance function.It is necessary to base on the history and reality of the rural society in China.With the integration of democracy and efficiency as the value orientation,the function of grassroots party organizations should be played as the core,so as to build the rural consultative governance community as an opportunity to guarantee the construction of rural rule of law.
