Research On Rural Governance Transformation In Yongzhen Township Of Suzhou Under The Background Of Land Circulation

The third plenary session of the 18 th central committee clearly put forward the strategic goal of promoting the modernization of the national governance system and governance capacity.Rural governance is an important part of national governance,without the modernization of rural governance,the modernization of national governance is impossible to speak of.Farmers is one of the important subject of rural governance,the farmers' movements important influence on the result of the rural governance,in the countryside,land problem is the most concern for farmers,therefore,the problem of land and rural governance,discussed under the background of farmland circulation influence on rural governance.With the increase of land conversion and urban integration,a large number of rural men are moving to cities and non-agricultural industry and rural peasants stratum differentiation appeared,"hollow" phenomenon aggravate,rural public service supply and demand imbalances and other issues,then regulate the circulation of rural land and vigorously promote the transformation of rural social governance structure is imminent.Said from the macro,rural land circulation is on a large scale construction of socialist new countryside and the inevitable choice of promoting agricultural modernization,from the micro said,is to realize the first premise of modernization of rural governance.Based on the above background,based on the characters of Yongzhen township pure agricultural township,for example,analysis of rural land circulation in a series of problems as well as the influence on rural governance,in order to put forward the corresponding policy recommendations.This paper is divided into five parts: the first is an introduction to the article,the selection of thesis writing background,research significance,relevant land circulation and rural governance related literature at home and abroad are summarized,and the research methods used in this paper,illustrates the related concepts and theoretical basis;The second part analyzes the current situation of rural land circulation in Yongzhen township through the field investigation of the case area.The third part is to comb and expound the vicissitude of the rural governance structure in Yongzhen township,and analyze and compare the rural governance structure from the beginning of the founding to the reform and opening up.The fourth part is the analysis of the influence of land circulation on rural governance in Yongzhen township,and the influence of land circulation on rural economic,social structure and public service system is discussed.The fifth part is on the basis of above analysis,on how to better under the background of land circulation to promote transformation of rural governance structure put forward corresponding countermeasure and the suggestion.
