Research On The "Land Circulation"and The Effective Governance Of Multiethnic Villages In Xitan

As an important natural economic resource and social resources,land has always been accompanied by the evolution and development of human society,and it is also the basis for human survival.Land has an important impact on the development of the state and society in a country like China,which has more and less contradictions.Since the reform and opening up,the household contract responsibility system has become the starting point of the rural reform,and has changed the traditional agricultural production and the operation mode of China.At the same time,it has also led to the rapid development of the rural economy.With the development of market economy and urbanization,the benefit of small farmers in the family unit decreases,large number of rural labor force shift to cities to demand a new way for living,and there are fewer farmers in rural area,the land is degraded and the land circulation phenomenon is serious.In order to change the current situation of rural areas,improve the utilization rate of farmers'land and realize the modernization of rural areas,the government has successively promulgated relevant policies to promote the confirmation and standardization of rural land.This thesis selects xitan village as a field point for a month-long fieldwork,which located in Wuzhong city Ningxia province.I choose the main village cadres,party members,villagers,contractors and general township staff as the main target of interviews,and obtain comprehensive information of the field data from different angles by using the method of case interview.On the basis of existing interview to 13 villages of Xitan,and observed the people's livelihood culture,family structure,production way of life and so on,following the interviewee into their labor and work places to observe their way of life,comprehensive understanding the real life of villagers after land circulation.It is found that under the background of land transfer,the informal operation of the village committee should be a prominent feature of its rural governance.The land transfer realizes the scale management of land,improves the utilization rate of land resources,and the livelihood mode of the villagers changes accordingly.Land circulation of Xitan village governance structure brings out the"Tripartite coordination" mode,the contractor as a "capital" changed the traditional pattern of rural governance,take into account the interests between the contractor and the villagers is a big challenge for Xitan rural governance.The transformation of the rural land system play a key role of farmers' role differentiation,under the background of land circulation,most of the young adults are output,the village present a phenomenon of labour shortage and subject aging of governance.Based on the above problems,the thesis discusses the relationship between the structural changes in Xitan Village and the effective governance of rural areas under the land system reform,and puts forward reasonable suggestions on the effective governance of rural areas.
