In order to promote the transformation of government functions, the Communist Party of China proposed in the third Plenary Session of the 18th CPC Central Committee to promote the modernization of national governance systems and governance capacity, which indicates that China has gradually transformed from the management of the country to the governance of the country. Eighth session of the fourth and fifth plenary session also proposed construction of scientific functions of government under the rule of law, further decentralization, promote the transformation of government functions. In the new economic norm, the core of government functions is still the relationship between the government and the market, which has great significance for the realization of the modernization of national governance system and governance capacity. The local government is an important part of the national government system, and its function transformation will promote the reform of the political system of our country. Centering on the background of the times, taking Fujian Province as an example governance theory and the transformation of local government functions combined, under the governance perspective analysis of issues related to the transformation of local government functions.This article describes the background and significance of this project, summarizing the connotation of local government functions, to lay the foundation for the study of related issues. the paper expounds the related theory is applied to the transition of government function, focusing on governance theory as the theoretical basis of the transformation of local government functions, points out the goal and value orientation of the transformation of local government functions. Then, this paper takes fujian province as an example, from the four major functions of the government, analyses the present situation of the functional change of local government, points out problems in the process of the transformation of local government functions, such as government personnel governing idea lag; Lack of macroeconomic regulation and control, micro intervention too much; Relationship between the government and the market turmoil; Poor social management and public service, and so on, and summarizes the reasons. Finally, based on the governance theory of combined with current situation in Fujian Province, and puts forward some countermeasures according to the problems existing in the transformation of local government function, including the transformation of local government's ruling idea, share with other social governance body administrative power; Optimize the macroeconomic regulation and control, strengthening market supervision; Perfect management system, promote the reform of institutions; Strengthen social management and build a multiple subject participate in the platform, and so on, in order to produce functional change of local government.
