The Research On Implementation Of Evidence-Based Decision Making In Developed Countries

With the international situation is becoming more and more complicated,and people pursuing of their own demandsurgently,the government deserves to improve his decisionmaking ability,and achieve people's satisfaction to policy and government credibility.Evidence-based decisionmaking in the United Kingdom,the United States,Australia and other developed countries,has beenadvocated by government leaders,and it is developing well.Along with that,the evidence-based decisionmaking has gone through the process of concept understanding,evidence implementation,which are stretching impact to developing countries such as China.The connotation of evidence-based decision-making takes the effective,scientific and transparent evidence as the core,it also includes the value of decision-making and the application of evidence.Evidence,evidence-based decision-making center,policy-makers,databases are evidence-based decision-making elements.These elements compose together,by accessing to 'usefulT data,achieving'effective' evidenceand reviewingof peer,etc.to build evidence-based decision-making mechanism.The application of evidence-based decision-making in developed countries has undergone a process from early application exploration,and constantly expanding the application areas to evidence-based decision-making centers as a major role.This process has evolved from the initial randomized controlled trials,systematic reviews to cost-benefit analysis,statistical analysis and model building,along with continuous improvement and innovation in evidence acquisition methods,such as project evaluation tools PAT,Collaboration for Environmental Evidence Synthesize Assessment Tool CEESAT etal.These applications are centrally reflected in evidence-based decision centers,and partnerships between evidence-based decision centers form a mature mechanism,and seminars and peer review become normative.However,in the rapid change and complex situation modern society,the developed countries still face the gapebetween evidence and its application.The obstacle are integrating evidence-based into decision-making process,using modern information and communication technology and large data technology.The developed countries have achieved somebreakthrough experiences,which further the development of evidence-based decision-making with new methods.
