On The Evidence-based Study Of Social Policy

Our country's social policy shows the strong administration color because of China's unique situation, and not paid enough attention to the norms and procedures, so the policy making sometimes are not scientific and reasonable. So is there any way to make social policy making more targeted and more effective? This paper introduces the concept of evidence-based policy, by evidence-based studying of the policy, in order to find a scientific decision-making approach to help our country's policy making.This paper attempts to study the social policy development and implementation using the evidence-based perspective, and by the case study to the asset-based policy to see its evidence-based practice, hope to provide a reference for our country's policy making to some extent.Evidence-based policy emphasises to place the best evidence on the core position of the policy development and implementation, and stresses that this approach is institutionalized and normalized. This can avoid the policy making's subjectivity and arbitrariness, promote the policy's scientific rationality. This paper analyses the structure and function of the evidence-based policy, proposes the evidence-based social policy model, consideres that the evidence's access, dissemination, absorption and utilization, evaluation, and the revision and expansion as the dynamic structure of the evidence run, are in the core position in evidence-based policy. To be evidence-based, we musr ensure the above fair and objective.To more clearly explain how to do the actual evidence-based policy-making, I do the evidence-based study of the esset-based policy, analyse and summarize its evidence-based practices. It is evdience-based from putting forward the asset-building theory innovatively to the institutional design of the the policy, and in order to verify the relevant system, gathered a series of evidence, all of these achieve positive interaction between the evidence and policy design, and provide a good case to the future of evidence-based advocacy.This paper finds that the evidence-based policy's necessary condition is to ensure the evidence scientific comprehensive and objective, and promote policy development and standardization of process. Although the asset-based policy provides a good reference for the policy advocacy and development, but there are still some arguments. In order to make evidence-based policy is more suitable for our country's conditions, government and academia need to work together, dedicate to this field' research and development, and constantly enhance the effective and scientific policy making.
