After the 1980 s,China has carried out reform and opening up to promote the rapid development of China's economy,at the same time,China's aging problem is more and more serious,in 2000 years,the population aged 60 years and older accounted for 10 % of the total population.According to the National Bureau of Statistics,by 2015,the national total population reached 1.37 billion,the population aged 65 and older reached 140 million,and accounted for 10.5 % of the total population.In 2016,the NPC and CPPCC made the pension issue a hot topic,most of the study of pension experts show that from 2010 to 2030 period,the 20 years is the best period about the rapid development of solid pension career.The number of elderly population increased year by year,more and more demand for the pension market,institution for old-age care is one of many elderly people choose,institutional for old-age care is the important way to make up for a single traditional provide for the aged model.However,there are many problems in the development of institution for old-age care,institution for old-age care in the related system,living conditions,quality of service and so on needs in-depth study.This is used the Welfare Pluralism theory,Social Embeddedness theory and Maslow's Hierarchy of Needs to analysis institution for old-age care,to explain that nursing institution for the age not only provide basic livelihood security for the elderly,but also pay attention to the psychological needs of institutional care services.Based on the research background,research significance and the previous research results,this is explained the definition,nature and characteristics of institution for old-age care,demonstrated that institution for old-age care was a great contribution to solve the pension problem in the aging of population in China.Through the analysis of the development process and development status of institution for old-age care in China,summed up the problems of institution for old-age care in China.As Hong Kong and Japan's institution for old-age care model was perfect and had similar culture with Chinese,so the paper specifically analyzes their development model,then put forward the experience of learning for China.According to theanalysis of the above content under the aging of population,putting forward five suggestions for the development of institution for old-age care in China.First,improved the legal system of institution for old-age care,formulate relevant supervision mechanism,protect the legitimate rights and interests of institution for old-age care and the elderly,we could strengthen the preferential policy of private institution for old-age care,and create a good development environment.Second,encouraged diversified investment.When government subsidies to institution for old-age care,We should expanding investment channels,to introduce more private capital.Third,improved the facilities of institution for old-age care to ensure basic hardware facilities up to standard,We also should improve medical care and entertainment facilities to make the elderly have a colorful life.Fourth,strengthened the professional training of nursing staff,let the elderly enjoy professional services,at the same time,more attention to the needs of the elderly person's spirit.Fifth,promoted volunteers to nursing institution for the age,organized volunteers into the institutional to serve the elderly,and carry forward the traditional virtue of China.
