Research On The Construction Of A New Smart City In J District, Chongqin

The 20 th National Congress of the Communist Party of China proposed to accelerate the transformation of the development mode of super and mega-cities and create livable,resilient,and smart cities.To improve the quality of people’s lives and solve severe environmental and social problems such as air pollution,soil degradation,water depletion,insufficient road construction,and traffic congestion,China has taken the construction of smart cities as one of its paths.For more than ten years,more than600 cities in China have launched explorations into smart city construction,but the results have been uneven,especially in the western region,where there are still many shortcomings.Therefore,this article selects District J of Chongqing City as an example to study the development status,problems,and causes of the construction of new smart cities in J district and proposes constructive countermeasures and suggestions.This article uses methods such as document analysis and interview analysis,combined with relevant theories such as new public management theory 、digital governance theory and urban governance theory,to conduct research on the construction of new smart cities in District J of Chongqing City.After a detailed investigation of Zone J,this article found that the intelligent process in the area is subject to many limitations,including the lack of joint efforts among construction entities,insufficient open and shared information and data,traditional and single project construction models,increased investment pressure on construction funds,and relatively insufficient professional talents.The underlying reasons are the lack of effective overall planning for smart city construction,inconsistent technical standards,and hidden dangers in data security The construction investment and financing model is relatively single.In response to the above issues and based on the actual situation in J district,this article proposes five specific suggestions:improving the responsibility system of the construction subject,optimizing the construction mechanism,improving the construction content,strengthening data protection,and strengthening talent support.We hope these suggestions can provide useful references for the construction of new smart cities in J district,and help improve the urban governance system and governance capacity in J district.
