Reflections On The Strategies Of Improving Urban Community Gird Management From The Perspective Of Governance

The third plenary session of the 18th CPC central committee explicitly called for innovative social governance mechanisms to promote the continuous improvement of urban social governance in China.From the previous social management to today's social governanceis an another management innovation of the party and the government in the field of public and also a up-to-date innovation of the party's public management theory.In order to respond to the call,the grass-roots government agencies have been making innovations in the concrete implementation measures of the management society,therefore,an increasing number of new management modes have presented.This innovation is not simply a transformation of past management models,but in some ways a revolutionary change.From the angle of urban construction and development,the public demand for social management also show the diversity and complexity,especially in the aspects of service demand which better reflects the characteristics.Under this circumstance,the management of community grid has emerged,the core of network management is the government,while the core of the implementation is in the community,and its support power is the contemporary science and technology.For the management of society,the establishment of its service system is to divide the unit by some certain criteria,and divide things and objects,objects and people,people and things clearly and integrate at the same time to enter into a relationship that is both connected and differentiated and to ensure information support during the process,also make it always dynamic and sustainable.In the process of urban development,community is one of the most basic units.In the process of development and construction of China's cities,the composition structure of a community is becoming more and more complex,and the interests of the community are diversified and the value orientation of each other is different.Therefore,it is not only necessary but important to study the sample of focal urban community.At the same time,this paper will focus on the city of Dalian,and take the Xi'gang district of Dalian city as an example to explore the problem of community grid management in this area.Since the proposal of a strengthened creative society management mode by Party Central Committee,Xi'gang District,Dalian has actively responded to the call and implemented the 365 days workingmodes of carrying out grid community management around 365 CitizenBuilding to realize social governanceinnovation,as well as effective communityadministration.An in-depth case study and pros&cons analysis on Xi'gang District,Dalian community grid management not only create a customized reform mode for Xi'gang itself but also set an example for the whole Dalian.To draw a grid community management mode with universal significance and available in different regions under the accelerated growth of urbanization in particular on the basis of a detailed investigation,merits and deficiencies analysis and optimization is practical and well-targeted.This paper will firstly introduce the concepts and theory of community grid management and then explain the methods and its achievements based on Xi'gang District,Dalian,to explore problems and causes in practice,and give feasible suggestions and countermeasures on Xi,gang's exampleso as tolevel up the gridmanagement in the region.A brief introduction on the background,significance and the references will be given in the first part and the second part will be an explanation of the concept of city community grid management with the popular theory,such as social governance theory,synergy theory and new public management theory,followed by a profound analysis of distinction and connection between the community grid management and social governance focusing on the responsibility,technical support,methods and implement basisof City Community Grid Management in order to draw a systematic analysis on the division and responsibilities of community grid management in our country.The third part will put emphasis on theproblems and countermeasures of urban community grid management through the case study of Xi'gang's measures and achievements.Followed by theintroduction of social governance,pros and cons study,as well as the existing problems and causes in this region,which lead to thefinal part,namely,the purpose of this paper,togive workable and effective suggestions and measures in promoting community grid management covering this area from the prospect of service improvement,citizen autonomy,social participation,multiple governance,management perfectionaccording to the real problem and social administration purpose.
