forward the "national governance modernization" and a series of governance principles,and strive to promote the national governance system and governance capacity of modernization.And this series of political ideas put forward,and today's government is facing some difficulties in governance problems.In today's China,the take-off economy brings the government's governance opportunity,and there are still insufficient distribution,resource mismatch,corruption,environmental pollution and insufficient supply of social services.These problems restrict the improvement of government quality and governance level.The research of this paper has certain practical significance and theoretical significance,which has certain significance to the actual governance of government and the development of government quality theory.The article takes the "local government quality" and "the governance route optimization" as the main research question,collects the literature material at home and abroad extensively,discusses the combination of theory and practice in the discussion and measure,constructs the provincial level to measure the quality of our local government Index system,through the data collection,collation and calculation,measure the quality of the 31 provincial governments in China,and the results of the corresponding classification and sorting in order to find the provinces,the regional differences between the governments,And find out the real problems that affect the quality of local government,and analyze the problems to put forward the corresponding countermeasures,so as to sum up the specific ways to optimize the government governance and explore the level of government governance of local governments by exploring the way of improving the quality of government Promote the realization of national governance modernization,and ensure the healthy development of the country.In order to achieve the goal of this paper,this study is composed of five parts:The first calculates the specific rankings of the provinces under the three levels of high,medium and low.Finally,this paper calculates the rankings of 31 provinces by TOPSIS method,measures the quality of regional governments under various regional modules in China,and compares them according to the rankings of high,medium and low levels.So as to find out the problems existing in the local governments;the fifth part:According to the empirical results and the conclusions drawn from the results,the paper puts forward the methods to improve the quality of local governments and optimize the path of local government governance.Through the analysis of the measurement results,this paper puts forward the following countermeasures and suggestions:1.Protecting individual interests,perfecting
