| Since the 19 th National Congress of the CPC,the State Council has successively issued a series of guiding documents such as "Notice of the General Office of the State Council on Issuing Guidelines for the Development of Government Websites"(State Council office [2017] No.47),and "Notice of the General Office of the State Council on Issuing Implementation Plans for Further Deepening" Internet+ Government Services "and Promoting" One Network,One Door,One Time "Reform of Government Services"(State Council office [2018] No.45).The document emphasizes that the "internet plus Government Service" platform with the Chinese government network as the leader and the websites of departments and local governments at all levels as the support,should organically combine government services with the Internet as a carrier,bringing real benefits and convenience to the people by standardizing the work flow,integrating and sharing network resources among departments,and providing intelligent,humanized and innovative services.However,there are still a series of problems in the government service work of the government website,such as "emphasizing publicity but neglecting service,coping with inspection perfunctorily,vanity project,mutual prevarication and low efficiency of implementation".How can we fundamentally and effectively improve the quality of government services? The author thinks that the website of the local government department is an important platform of the local government portal website,and is the direct service department of the local government’s affairs service.It is a bridge for communication between various government functional departments and the public.Ithas practical significance for improving the quality of the government affairs service of the local government department website.The introduction part of this paper expounds the background and significance of the research.Through summarizing and sorting out the current research situation at home and abroad,it explores the breakthrough point of the topic selection.The main content of this article has three parts: The first part mainly introduces the relevant theories of government websites,local government departments websites,government service quality and so on.At the same time,through the analysis and comparison of the policy implementation models,it determines the theoretical model of policy implementation adopted in this article,namely the "Mitt and Horn" system model.The second part takes the government service work of the portal website of X Provincial Water Conservancy Department as a specific case,analyzes the quality of government service by using Mitt and Horn’s system model,and summarizes the existing problems and causes of local government department websites in government service.The third part aims at the problems in the government service websites of local government departments,and puts forward targeted rationalization suggestions,which has certain practical significance for improving the quality of the government service of the local government departments websites. |
