Transportation is an indispensable basic industry to promote economic development and social progress,while road freight is one of the oldest,most popular and most frequently used.However,the phenomenon of overloading is getting worse when the rapid development of China's road construction and freight services continue to improve This not only caused serious damage to the infrastructure such as road and bridge,but also brought bad interference to the road freight market order.At the same time,it laid a great hidden danger to the healthy development of our economy and society and the well-being of the people.For a long time,the traffic police and traffic law enforcement departments year after year to carry out special rectification of the road freight overloading,although at that time achieved certain results,but lost when the special remediation over.In the difficult situation of National road freight overloading governance,the Sichuan Provincial Party Committee and the provincial government made a major decision on the comprehensive management of road traffic safety for three years(2014-2016)in December 2013,and incorporated it into the " Sichuan " strategy and the " ten people's livelihood " project as important content.In the three years of governance,Sichuan Province put the freight overload special rectification as a key to promote the Comprehensive management of road traffic safety.After three years of efforts,Sichuan Province solved a package of basic mechanism of the problem of road freight overloading governance which break through the dilemma of useless work for more than a decade.In addition,creating a national-leading a "Sichuan model".This paper takes the "three-year special remediation" of Sichuan province as the case study in order to avoid the useless work of road freight overloading governance,which by using the method of literature analysis,case study and data statistics,and using external effect theory,multi-center governance theory and new public service theory to investigate the background,process and practice of comprehensive management of road traffic safety in Sichuan province.This paper first studies the related concepts of road freight overloading and the theoretical basis of multi-center governance.By analyzing the governing structure of road freight overload,this paper puts forward the “multi-center governance” model of overload.Secondly,it reviews theprocess of road freight overloading governance in the whole country and Sichuan province,and summarizes the actual results of the "three-year special remediation" in Sichuan Province.Thirdly,it through the organization,collaborative governance,source governance,long-term mechanism,science and technology governance in-depth analysis innovation work of Sichuan Province in the road freight overload governance.Finally,a high degree of summary of “Sichuan model”,and propose the governing suggestion in the country,with a view to promoting China's road freight overing governance situation and the effect of greatly improved.
